Context INSPIRE and GEOSS have a strong emphasis on standards as a means to achieve interoperability. GEOSS defines Interoperability Arrangements based on standards. INSPIRE defines implementing rules bases on standards. GMES and FP7 projects seem to have less emphasis on standards-based architecture.
Rationale Standardisation has to be considered a key driver for GMES and FP6/7 projects as it is an enabler for interoperability - even if it is not a core business as in INSPIRE
