Context	INSPIRE and GEOSS have a PEP mechanism for KVP/REST architecture (i.e. OGC type services which may not be SOAP).
Rationale	The CDS DAIL currently has no PEP support for KVP/REST architecture and therefore is not able to protect non SOAP OGC services. For interoperability it should be possible to support these types of services.
