| Rationale | An information architecture for GMES is desperately needed in any case, and especially for the In-Situ Observations can play a major role in facilitating interoperability. EEA has responsibility for this task, under delegation from the EC. The Observations and Measurements specification offers significant potential for enabling such an architecture |
| Dependencies | This recommendation depends on the description of work negotiated with the EC under the FP7 coordination action "Coordinated provision of in-situ observation data for GMES" with EEA as defined beneficiary; these negotiations may currently be underway. |
