Rationale	Once O&M is endorsed by SIF it may be used for classifying registered components and offers another mechanism for interoperability at the global level. It will provide the opportunity for, and perhaps some pressure towards, adoption of common information models.
Dependencies	This recommendation does not address the GEOSS process for standards approval, for instance whether proposals for endorsement need a primary sponsor; one or more GIGAS partners may need to take the initiative to shepherd O&M through the SIF process.
