Rationale The GMES FTS projects are funded through the FP7 research programme, a condition of which is a commitment (where possible) to open source development; thus O&M support within open-source products will be necessary to assist these projects. Similarly, numerous public authority providers of INSPIRE Annex II/III data will not have large budgets and INSPIRE-compliance will be improved with open-source software availability. In all cases, O&M support will simplify the task of interoperability. Similarly, commercial vendors will expand their market opportunities and assist their customers by supporting O&M and SOS within their products.
